答案:B。问题问是是下列哪项反对了mayor的reasoning,又不是support。B明显是在support嘛,停车费贵得使得人们都开不了车,还不如坐公交呢~而原文不是mayor希望大家多坐公交,少开车嘛~为什么不是D呢?

B the parking fee is alrey high but people still using private cars,which means "money is not the problem"
D if they endure the congection means that they would pay the 5 dollars for entrance accprding to the question.

According to your explanation, B says the parking  fees are already very expensive. So people will gradually tend to choose to take buses to work. Therefore, B is acting as a supporter to what the mayor says.

Certainly for B. Please pay attention to the word ALREADY. Key B means that it is a currently existing condition that the private vehicle drivers spend more than the people taking bus. The mayor's reasoning is that if the private vehicle drivers spend more than the bus takers, then the private vehicle drivers will swith from using their cars to using the bus. Hoever, If currently the spending of the car drivers is already higher than the bus takers, then it will not make any sense to adopt the plan referred in the reasoning (Five dallars is absolutely not an amount huge enough to change the driver's attitude because we can see  the phrase"considerably more expensive"), because the currently existing condition has no good bearing on the congestion.

The key thing to do is to weaken the reasoning, not the plan itself,right?
