我想问的是为什么D不对呢？美国准备在本土开展这个刺激计划，因为欧洲方面也已经在实施类似的计划来扩大太阳能在欧洲地区的使用，所以为了扩大销售，美国也采取同样的方法嘛~这样的理解哪里出错了呢？
