为什么不能理解成为Alaska with the intention to sustain the state’s economy after the exhaustion of its oil reserves, 这样说有什么错?

或者是说its 在这里指代不清, 可是之前不使用过了一个its了吗?

我理解alaska不能intend to sustain sth.，另外oil reserves are exhausted 也比the exhaustion of its oil reserves，这里的its都是指alaska。
