很好理解嘛~C说摔倒后的痛苦是长期的，在长期这段时间内也会有一些治疗费用，而这些治疗费用没有包含在11K里面。所以可能11K+长期治疗费用>12K。因此12K的项目就省钱了。

D易误选，虽然new program不重视medication，但是有medication并不是一定会有overmedication，后面新概念的引入有一定的误导性。
