很多年来 the restriction 都比the scheduled date 要提早结束，the scheduled date 只的是：when hunting has reduced the population by five percent。意思是还没要减少到5%的时候，猎人都不打了，那么即使不要这样的scheduled date 的限制，猎人也不会打猎超出5%，那么对snow geese数量的减少无效，那么就不会allow the other species to recover.

这里的drop会不会有歧义啊？可以认为是减少那个restriction，我当时以为drop restriction是将restriction的数量降低，就是restriction不要太严格，可以超过5%。谁知道是取消这个restriction的意思。
