如果把precisely the opposite,看成后面那句的插入语，那么第二句是other than what it is a tool for communicating with a large, public audience.注意这样理解的话两句句子之间无连词，因为other than不是连词。当然也可以把这句话看成一个超长的定语，但是前边已经有一个定语了，夹心，判错。
如果把other than what it is判为定语，那么后边还有precisely the opposite, a tool for communicating with a large, public audience.这个夹心夹得厉害了，定语太多后边还有同位语，杀，选C

"conceive of X as Y" is the proper idiom. you just can't say "conceive of X to be Y", because that's unidiomatic. (you just have to memorize this; there's really no other way around it)
