Well， To receive at least 50% of all the votes, Mr.K would have to get 10% more, for he has received 40%, since the question asked is that  "what percent of the remaining votes ", and since the remaining votes count for 60% ( there are only 2 guys ), so the answer can be achieved via the way : 10%/(100%-40%)=1/6=0.1666...thus, D, 17%, is the correct answer.
