答案给的C However, I think A can more directly support the plan than C. I cannot figure out how C is related to this question...

Well, for me , i will go for C, for the goal of the legislature's plan here  actually centeres on "To improve the long-term savings rate". if people simply save their money in the tax-free savings accounts  primarily in those banks and financial institutions that supported the legislation, this action , still, cannot achieve its goal if some people, say, deposit their money one year right before they are 65. answer C, prudently observes this flaw and provides an assumption that can support the argument.

i am not gonna say  answer A is definitely wrong, for this question, however, answer C is more direct than A in terms of  this type. again, A may somewhat support the plan, but it is just not in the way the argument is heading to.

Correct me if i am wrong my friend.
