C.negligible意思是“可以忽略”，但其实“微不足道/小到可以忽略”更准确，也就是现在不处于通胀时期。通胀时期会发生什么事情跟现在都没有关系。

我觉得E要说明的意思是“评判的标准是子女给的钱，而不是政府给的钱”，因为in large part是children typically supplement the income of elderly parents，而只有当这个钱enough的时候，parents他们才能有一个舒适的生活。

那如果政府补助的钱已经超过了 以前孩子们给老人的钱；就是说，现在老人即使没人孩子们给钱，他们的income还是比原来多，那么E就不对了啊
