Paradox question. The correct answer has to explain the weird results.

In this case, the doctor complains about NOT enough time with patient. Yet, the average amount of time they spend with patient has increased.

If B) is true, and we know from the stimulus that insurance companies "require physicians to document their decisions in treating patients and to justify deviations from the companies’ treatment guidelines", the doctor has to WRITE a lot of paperwork to fulfill that requirement. Thus, the doctor spends less time with patient and the total time a patient has to wait in the hospital during each visit increases as well.

可是这个题不就是问怎么解释the average amount of time a patient spends with a physician during an office visit has actually increased somewhat over the last ten years么?要是等待时间长了不就是削弱了原文的这个现象了吗?~
