答案选B,偶选了D。。。说实话B木有看懂啊。。。

B is the answer. If those all-terrain vehicle CAN bypass the current access routes and enter the desert, then proachers driving those vehicles would not be affected by the new regulation.  If those all-terrain vehicle CANNOT enter unless via current access routes, then the regulation might work.
