i think with here refer to a condition,such as with the development of ,if we choose d,then we can see the logical meaning is paradoxical,you can see 无线电话服务费在过去的一年中已经下降，而且同时，手机变得越来越普遍,and at the same time,在这个时间段无线电话服务公司只收较低的包月费 ,here we can not see whether  the companies提供了不限时的通话,but we are puzzling why 很多人仍然在晚上或周末才使用手机打长途电话,so i think here while means the contrast condition,only contrasting two conditions not explaining the reason

Nonono, 这里没有转折的意思。随着无线电话服务费在过去的一年中下降和手机变得越来越普遍， 许多人are now using their mobile phones (note not their home phones) to make calls across a wide region at night and on weekends, when numerous wireless companies provide unlimited airtime for a relatively small monthly fee.

而且，D 中的become can not omitted, I 'm just not sure if "with the cost of .... " is acceptable by ETS's rules.

      也就是说the cost是 many people的一部分,逻辑意思上不对. the cost of 也有歧义,是wireless service和mobile phones的cost,或者是cost 和mobile phones并列.
