in the last year=in the past year,过去一年来...说话者以年为单位,既然说的是过去一年来,并以年为单位,那就暗含了"直到现在"的意思,或者换句话说,是"直到最近一个截止统计年限为止",因此用完成时.D的with介词短语和后面的名词不对称.

whithin/during/over/in+the past/last/recent+时间短语 这样的形式通通用完成时.主要看那个the在不在.

我的理解是,完成时不全是表达"过去到现在"的意思,其实它是表达了"过去到最近"的意思,也就是说,它不是以现在这个时点为截止单位的,它表达的是一种延续到现在的动作--在以上的时间表达中,截止到最近的一个统计年限(此后就没再统计了,或此后还没到新统计的时间),也算是"过去到最近"吧.
