If you want to use "due to", first you must make sure you can replace it with "caused by" without any problems. Otherwise, your choice to use "due to" is wrong, at least in GMAT:
Since February, the Federal Reserve has raised its short-term interest rate target five times, and (due to) caused by the economy’s continued strength, analysts have been predicting for weeks that the target.
I think this sounds really bad. So C is not correct. I vote A
