You forgot the question.

If I remember this one right, the answer should be B. And the question should be weaken. The first choice is out of scope. It is not related to the reasoning. The reasoning in the passage is:
more expensive for private vehicle than public trans.--> fewer people will use private vehicle.

This line of reasoning will be countered by B, which clearly indicate that private vehicle has been more expensive than public trans and it surely was not a stimulus for people to switch to public trans.

This is a typical GMAT problem and the answer is quite typical too. You might want to explain what your choice is and why you choose it. And others can explain accorningly.

I think I have added the so-called reasoning in the question.

a projected increases in the price of gasoline will increase the cost of taking a private vehicle into the city------->fewer people will use private vehicle

and I think a and b are both of the same method:to present the other reasons
