the policy analysts 的主张还是在文章的最后一句话。只有E可与之相符

C是错的，same jobs receive the same pay，已被the policy analysts认为不是问题的关键所在。

这题我也不小心选了C，不过仔细看看，还是应该选A，因为题目说的是women and men who do the same jobs，而C应该是使不同行业的人工资差异缩小，对相同行业的人的工资差异没有影响
