看来这句话的翻译还是最关键的，我理解成了machine-tool industry是在寻求国家进口配额保护而不是国家防御上遇到了困难，你说我这样的理解对吗？？我还是有点迷糊

不对！

on the grounds other than defense是除了defencse以外的理由，就是说其他的理由都不行，只有defense这个理由行!

我没有明白on grounds是啥意思，如果早知道是。。。的理由的话可能就容易多了xiexie
