The national infrastructure for airport runways and air traffic control
requires immediate expansion to accommodate the proliferation of new
private, smaller aircraft. The Federal Aviation Authority (the FAA) has proposed
a fee for all air travelers to help fund this expansion. However, this fee
would be unfair, as it would impose costs on all travelers to benefit only the
few who utilize the new private planes.
Which of the following, if true, would allow the FAAto counter the objection
that the proposed fee would be unfair?
(A) The existing national airport infrastructure benefits all air traVelers,
(8) The fee, if imposed, will have a negligible effect on the overatJvolume of
air travel.
(q The expansion would reduce the.number of delayed flights resulting
from small private planes congesting runways.
(0) Trave.lerswho use small priva!e planes are almost uniformly wealthy
or traveling on business.
(E) The Administrator of the FAAis appointed by the President, who is
subject to national election.
这是一道argument/counterargument的题,请问A为什么不对,他正是支持了前者削弱了后者呀。。。

The answer to this question has to "please" both the FAA and the ordinary air travelers when implementing the fees.

A) cannot accomplish this because it does not explain why the new fees are needed and will benefit the ordinary air travelers.

C) can.
