但是我看到前人的讨论帖说这个结论是这样得出来的：
原文的逻辑是making certain improvements to the main commuter rail line would increase ridership dramatically。然后finance these improvements over the course of five years by raising automobile tolls on the two highway bridges .也就是借增加的人数提高finance.

我觉得好像说反了啊，应该是finance improvements然后就可以进行improvements然后就可以increase ridership。因为原文中说的是improvements would.....那就说明通过的人数的增加应该是improvements的结果啊。

另外我想请问一下，如果这题不是问plan的effectiveness,只是问这个plan（which would cast most doubt on the authority's plan）的话,可以选A么？

in my opinion, the logical chain is:  The authority plans to raise automobile tolls on the two highway bridges along the route the rail line serves, and the acquired funds will be used to  finance the improvements of the main commuter rail line in order to increase ridership dramatically.
