第一题好像是我错了 :( 

第二题 我认为要是有利于政府的话他的措施要起作用。 a说那破鱼长刺看不清楚长相( 所以picture 会起作用)我是这么想的 ,如果是c 的话政府这项措施不开展渔民也会去杀那破鱼的。 :(

第一题,答案C说明,钢铁COST很大,所以限制低价的钢铁进口的措施行不通。

第二题,政府弄那些卡片是希望钓鱼的能帮助杀RUFFE,杀RUFFE的目的是保护WHITEFISH,C说明,钓鱼的人也希望保护WHITEFISH,那么他们才会按照政府的要求去作啊。A并没说那些破鱼看不清楚长相啊。

坚持选a  。 unattractive as prey 所以有了照片 就容易捕了。

A的意思是鱼有尖刺,所以人们都不喜欢捕它。那你发了照片,人们就喜欢捕它了吗?你对UNATTRACTIVE的理解不太对吧?

因为ruffe多刺,所以人们不爱捕(unattractive)。而政府发的卡里不仅有照片,还解释了ruffe危险的原因,并要求钓鱼者报告他们所捕的ruffe,所以钓鱼的人们会开始多捕杀ruffe。这样的解释合情合理啊,支持A。


而C的主语是大部分以休闲为目的的钓鱼者……,并不是所有的钓鱼者中的大部分,警惕。所以不选C。
