Necessary assumption. Use negation.

If you negate C, you have: Children who have allergic reactions to the chemicals are more likely to be sent to a school nurse now than they were ten years ago. Then, the increase in number of children sending to a school nurse  is just a fluke. The whole argument falls apart. C is a necessary assumption.
