It's a RC type logic problem.

First BF is simply a fact raised and relied upon by the critic to question the effectiveness of the new proposal: Not enough money will be raised based on the CURRENT data.

Second BF "retail sales in Aroca City are bound to increase substantially" is an counter-arugment used by the supporters of the new proposal to predict FUTURE favorable development, which will make the first BF a moot point: MORE stores, sales, and taxes are coming.
