There exists a gap!You must eliminate it.We know if the cigarette prices increase,per capita sales of cigarettes decrease.The conclusion is:tax increases and sales decrease.You really think tax increasing mean price increasing?If tobacco companies decrease their products' pre-tax price,per capita sales may NOT decrease by for percent.

It is A. 如果烟草公司不降低税前利润,加税的话必加零售价,进而降低销售。
