A的话是因为他题目中是在任期内的三年，每年新的职位的平均工资都一年比一年高，但是可能比他上任之前的都要低
BCE关系都不太大吧。。。
D就相当于是题中的意思，体力说，新职位比淘汰的职位钱多，新职位的钱比全市平均高，所以。。。D就差不多

其实我觉得这里面还有一个common sense 的前提：就是新工作的平均工资比淘汰掉的工资的平均工资高。所以就能推出后面的了····不知道我说的清楚没····
