If A is right, then the people killed in car accidents in East Germany should be dropping now in 1991 than in 1989.

D on the other hand, explains the paradox very well. Inexperienced drivers, who accounted for the bulk of the increase in mileages, were prone to accidents.

Two car accidents. The one in 1989 involved 10 people since each car contained 5 people on average. The one in 1991 involved 8 people since each car contained 4 people on average.

(A) The average number of passengers per car was higher in the years before unification (1989) than it was in the two years after (1991).

因此,假设事故车一样多
89年死人>91年死人,与题目信息矛盾
我认为楼主应该是题做多之后看反了
