我是这样理解的:
这个program有激烈的运动(strenuous activities),可能会造成运动伤害而产生医药费。
但是program中激烈的运动能够使那些过于肥胖的人变得健康,从而减少医药费。
关键:可能产生的医药费(cost)  不会大于  减少的医药费 (saving),所以是值得的( saving> cost)

就是说这个项目可能使原本就不健康的员工因为参加费力的活动又伤害到身体,从而造成他们自己的medical expense,只要这些medical expense不会比这个项目削减的多就可行了,应该是这样吧。

我来试着解答一下。

题目ARGUE的是:公司的健康保险花费大,原因是因为身材胖的人花费保险费比一般人要多。由于需要削减健康保险成本,因此建议给全体员工举办健身运动,要求胖人也参加。

题目是:这个建议是建立在什么假设上。

因为这个问题的关键在于降低成本,所以选项中如果与此有关就是正确的。
C项是讲这个那些胖人参与运动可能造成的医疗开销不会比这项目本身削减的成本大。 当然是正确的。
