说烟草导致病增多
然后因为烟草是收入， 所以不能ban烟草
这里的主要推力是，因为烟草带来钱，所以不能ban
weaken要去反对说烟草可以ban
C，说烟草收入稳定。。 这样要是ban了，不就木有钱拉 所以C是support
A是这么说的，政府要出钱看病
这样不ban烟草，导致大家得病，于是政府就用卖烟的钱来给大家治病
那不是还不如不卖烟阿
