应该是说这么多年来从来都没有发生过如此之多的增加~~巴拉巴拉~(剩下的句子很容易懂了吧~)
就是说监狱人多是因为犯罪的增加,从下列哪个选择中可以削弱这种观点。
我觉着选A.因为这个选项说的是虽然人犯罪的很多,但大多数可以被处罚而不是被判入狱。
B的话呢说解决了问题是不对的。
C选我也没太看懂,估计是说对那些长时间入狱的人的一些神马政策。
D是说假释的和题目没啥关系、
E 是说群众认为犯罪率提高了。

If the prison terms are longer than before, the prisoners have to stay longer in the prison and cause increase in prison population even though the same number of prisoners are in the prison.

wide means could be short, could be long.

第一感觉选C
A说用其他punishment代替入狱,但是这个也不能削弱监狱的人增加的事实。

C就是说明是其他原因导致监狱的人增加。

When the range is wide, it could mean the prison term is either very short or very long.  Thus, it is not SUFFICIENT to lead to the conclusion that the average prison term for inmates are LONGER. This is very similar to the GMAT Math DS type of question, if you can get it.

原文说的“审判比率没有提高”和“人数增加”推出“被判入狱的比率提高”。隐含的假设就是所有入狱罪犯的判刑年限是相似的。
A说,有其他方式来代替入狱。但如果被判入狱比率因此低于往年,人数应该减少(因为过去被判入狱的人被释放)。
C说,10年前一个改革,提高了以前就被关在这里的人的最短服刑年限。这意味着以前入狱的人的服刑年限比现在的要长,换句话说,出狱的人减少,入狱的人数不变的情况下,人数也会增加。
