题目中说govrn的目的是让大家将更多的钱用来saving，而D选项说本来就存了长期的人慢慢的把钱又都放到special account里面，本末倒置啊，就是说政府达到的是让大家都把钱放到special account但不是多用来saving

其实其他选项都是无关项 可以排除
