(A) Projected increases in the price of gasoline will increase the cost of taking a private vehicle into the city.

我选了E,我感觉说私人汽车只占交通阻塞的20%是不是能说明私人汽车并不是导致交通阻塞的主因,而可能是公共交通不好,这样人们更多的转向bus反而进一步加重了阻塞。(是不是选项里的By people with in the city说得不对呢?)

选B
看题目问的是"Evidence that the mayor's reasoning is flawed" 而 Mayor的reasoning是什么呢?是” Since the fee exceeds the round-trip bus fare from many nearby points, many people will switch from using their cars to using the bus" 因为这个进城费比共车费更贵,所以人们就不开车改共车了。

推翻他,也要从“因为贵,所以改乘共车”这个角度出发。
E虽然说城里面的私车占了交通拥堵的20%,但是1没有理由推断20%就能造成拥堵,2,更重要的是市长的推断是根据从周边地方乘车的人改乘共车而来的。 并没有提城里面的车的问题(城里面的车不用进城,所以不用交这个进城费)

B,说开车进城花的停车费本来就远远高于乘坐共车进城的价钱,所以“因为贵,而改乘共车”这个逻辑推理不成立

不选E的原因:题目问the mayor's reasoning is flawed,而mayor并没有提到开车进城的人是不是堵塞的主因,是无关的;
选B因为mayor的逻辑线是事件A的cost 比坐公交高,人们就会放弃A而坐公交;B中parking fee是正好相反的事实,其cost 比坐公交高,但人们并没有放弃A而坐公交。直接用相反的事实反驳

选D吧。
原文的论点,交钱可以改变现状,让人不用私车改用公交
A说提高私车使用成本,加强了建议所以不选
B说私车固有的使用成本,而不是改变现状——等于没涉及新收费的作用。
C说多数坐公交的人没有私车,跑题;不选。
D众人宁可忍耐拥堵也不肯交钱。
E绝对不好啊,没涉及一点关于付费政策的变化。

B是正确答案。

D不对因为是The OPPOSERs of the mayor's plan said........这个观点不是所有人的, 而是已经反对这个计划的人说的。所以不能构成对这个逻辑最有效的反驳

B means the private car owners do not care that the money they spend on their cars. in other words, they are so rich that are willing to pay for anything for their trip including the high parking fees in the city.
it strongest undermines the mayor's proposal that congestion fee will cause commute costs increase then car owners will change their commute habit from driving to taking bus.
