This is a number and percentage question.

In D, it says that the total number of retirees who moved between states has increased significantly.  That is the base or denominator to calculate the number of retirees who moved to florida. Even if the percentage of retirees who moved to Floriday drops by 3%, if the total # of retirees are increasing at a much larger rate, the number of retirees who moved to Florida might still increase.

For example:
In 2000, 1000 people retired. Ten percent of them moved to Florida.  That's 100 people.
In 2010, 10,000 people retired. Seven percent of them moved to Florida.  That's 700 people!

If so, the argument falls apart.
