我的逻辑：
program的目的是 reducing by half the total yearly amount of hazardous waste generated by its passenger-jet division，而E却是说每个工人分配的工作量没减少。事实上，hazardous waste的量=每个工人产生的hazardous waste * 工人人数；而这3个因素中，只有部门工人人数是否变动未知。因此，觉得the number of production workers assigned是无关因素。

division应该理解为部门，就是passenger-jet部门,指责的是这个部门减少一半浪费(总量)的目标没有达成
而 E是这么断句的：number of production workers //(that are) assigned to the passenger-jet division
而不是number of production （to which）workers （are）assigned

所以number就是你所说的分配到该部门的工人人数，而不是每个工人分配的工作量
