If we conversenegate E, we will get "if none of the leaders support the bill, then the bill will not get passed", which parallels the argument. Your analysis is ALMOST right, except that you forgot that there is a modifier MOST in the argument. When there is a modifier of MORE, MOST, LESS, LEAST in an statement, generally speaking there is NO contrapositive statement thereof. This is simply the nature of logics which require a clearcut line of YES or NO.
