We know from the stimulus, that the new bill has not been supported by even one leader of the ruling party. Both C and E look attractive. The key difference is that the former talks about those bills that failed to pass while the latter touches on those that DID pass. But the stimulus is about a bill that is likely to fail. So we do not care about those bills that got passed. Hence, the answer is C.
