那么B中In rural areas of the state, there are relatively few retail establishments and government offices that are open to the public， few表否定，这个时候对rural areas的群众来说，因为周围不存在这个“ 新法规的特征”的条件 retail establishments and government offices that are open to the public，自然无从知道新法规的具体特征，在只被问及“Do you want to sign a petition for statewide smoking restriction?”这个问题的时候，产生新法规等价于 extending the local ordinances statewide的感觉就不奇怪了。 题目问的是，Which of the following circumstances would，可能把自己代入选项的具体环境里想要好想些。

B 误导的地方在于：明明这种请愿是无效的，因为农村没啥零售店啥的（但应该有别啥店如餐厅等），却让人觉得这种请愿是很有效很有希望的，因为是问的时候是说整个州都实行（包括了农村所有的地方），所以人们都签名（因为所有地方都被覆盖），这就是误导。反过来想，如果人们都知道请愿只限于农村的零售店，那么很好判断这个请愿貌似没啥用，签的人很可能就没那么多了。
