但是不明白failed 在句中的语法地位是什么，修饰什么？请教

这并不是个not...but...的句型，因为not 后面和but 后面不平行。这就是but 引导的2个独立句子。第一个句子谓语是is to do, 第二个句子谓语是failed.

之所以2个谓语动词时态不同是因为第一个句子是作者观点，第二个句子是说women reformers 的观点。

（btw: is it "women reformer's " or "women reformers' "? the latter makes more sense by agreeing with the pronoun "their"）
