请教OG12-P31最后一句话

this is not to dispute women reformer's perception of child labor as a terribly exploitative practice, but their understanding of child labor and their legislative solutions for ending it failed to take account of the economic needs of working-class families.
我觉得大致结构为not...but句型,结构如下
this is not to {dispute 【women reformer's perception of child labor as a terribly exploitative practice】, but-连词连接 【their understanding of child labor and their legislative solutions for ending it failed to take account of the economic needs of working-class families】}.

但是不明白failed 在句中的语法地位是什么,修饰什么?请教

这并不是个not...but...的句型,因为not 后面和but 后面不平行。这就是but 引导的2个独立句子。第一个句子谓语是is to do, 第二个句子谓语是failed.

之所以2个谓语动词时态不同是因为第一个句子是作者观点,第二个句子是说women reformers 的观点。

(btw: is it "women reformer's " or "women reformers' "? the latter makes more sense by agreeing with the pronoun "their")

个人看法,可能有误。
