你遇到的两次不是同一种问法，貌似一个是归纳题，一个是演绎题。
这道是归纳题，因为房地产的价值下降，同时税率又没有变（the percentage of assessed value that was paid as property taxes to the city did not change ）所以，政府税收的revenue会减少。D
注意：题目问的是The information above most strongly supports which of the following? 是问结论的，不是支持体

题目：
market value 在最近四年下降了，说明assessed value 下降了。
property taxes 是按照assessed value乘以一个百分比来算的，这个百分比没变。
其实可以推出来property taxes下降啦。
D就是这个意思咯。

也就是说总量下降了，个体占总量的百分比没变，所以个体也下降了
