其实这里指的是：不是政府和机构，而是政府和跨国公司

这题我看到的答案是B..我也不懂，我觉得比较像是E的。。我一开始理解B里面international institutions 跟 global corporations是一样的意思的。
E里面的答案说的原因： fear of increasing United States protectionism是bilateral initiative的原因，是European Community （EC）的事情吧？
不是shifting world的吧？还是我理解错了意思啊。。

不过从另一个角度来说，E之所以不对是因为EC跟FTA是两个例子，所以例子里面的东西也可以算是shifting world的原因？不过我不知道这样理解对不对。。如果这个理解对的话。。选B的话，可能就像上面6楼说的不是政府和机构，而是政府和跨国公司。也就是说机构跟跨国公司是不同的。。
