这题正确答案是A,但between 1876 and 1904 不是表示一段时间吗,为什么不能用现在完成时。而且of 后面是修饰construction, 难道不应该紧跟其后吗?

第二个问题,就是说只是saving形式的改变而已,政府没有实质性增加存款
