大家应该看到了，两道题的答案都选A。两道题的题干也是基本一样的，但是问的题目恰恰相反，所以答案不可能一样的。我觉得第一题的答案给的是正确的。第二题的答案出错了。希望牛人能帮我解决疑惑。

lz  第二题是weaken题，需要做的工作是和最后一句话反向： removing the tariff would seriously hamper the government’s effort to reduce urban unemployment over the next five years.
这句话的意思是说：removiing这个regulation会加剧失业，换句话说，就是这个禁止出口的规定是能保障就业
weaken下来的结果就是：实际上这个policy会导致失业
这样的话，这道题不就和However, the policy may actually have contributed to urban unemployment, since（第一道）一样了吗
