这题选B，
选B的理由我理解，但是我觉得D也可以呀，选D的理由和B差不多，为什么不选D呢？

D错在 all of, 如果把D取非，not all of any given pollutant that is to be controlled actually reaches the North Sea at present成立，那么还是有一些pollutant reach the NS .所以D错在这里~

不知道我想的对不对。我认为D不对是因为偷换概念了。题目中是threaten the North Sea, 而选项中的是reach the North Sea. 这两个不一样。threaten不一定就需要reach，不reach也可能会threaten.

LZ 希望我这种最简单的逻辑能让你满意。

文章的重点是restrict不能太严，填空显然就是直接写出restrict的不好。
D选项说已经到达了north sea，难道就不要control了吗？ D选项在我看来就是破罐子破摔：因为已经reach了，所以不要严格控制了

可能我水平太差吧，楼上的什么not all of....偷换概念什么的我也不大理解

所有将会被控制的污染现在都确确实实地在NS存在着

to LS: 我想我和你对D选项的理解可能不一样哦，我觉得D的意思和上下文连接起来是：为了防止过度控制，所以必须要确定所有将会被控制的污染现在都确实在NS存在

我个人认为argument中的 environmental threats to the North Sea就是pollutant that reach the NS的另外一种说法呀。。

首先需要明白本题的目的已经不是“North Sea”,而是effluent的质量~~楼主自己已经标蓝了~
那么这样就非常简单了，是否到达NS，与题目无关排除~
