请楼主完整地看一下2nd boldfaced这句Thus, some environmentalists conclude that Tropicorp has not acted wholly out of economicself-interest.  里面已经写着conclude这个词了，所以这是个conclusion是没什么疑问的。我猜测楼主是对选项3里面that conclusion的指代有疑惑，此处是指enviromentalist的conclusion，而不是economist的。
