理由很简单，很单纯：火灾警报器没用
C选项的确是加强项，它强调了理由的正确性，可行性。
但是答非所问，因为题目问的是哪个理由支持实施后的效果，效果（目的）很明显就是降低恶作剧，A选项直接让这种恶作剧变成不可能，因为报警不再“匿名”--谁玩抓谁
