But if a seatbelt raises a crash participant's chances of ending up in the non-injured set, then the percentage of non-injured participants wearing seatbelts is greater 20%. If the injured participant seatbelt rate is 20%, and the non-injured participant seatbelt rate is greater than 20%, then the seatbelt rate for all crash participants is also somewhat greater than 20%.

这个题是你没看清题啊，题目说的是，公共部门减少的就业总数多于私人部门增加的就业总数，就说明总就业数量减少了呀，所以C不对呀！

248， 18题：这样可能容易理解：

80年：公共：100人，私：100人，失业的人数时0， 失业率是0/总的劳动力数量

-84年：公共：100-10=90人，私：100+8=108人，失业的人数是2个，失业率是2/总的劳动力数量。

这下你能看出来了吧，只有在总的劳动力数量变小的情况下才能让两个失业率相同
