C选项的 the previously $7 per year is  awkward，而且 根据意思toward the cost of higher education应该紧接在year后面，这样句子看起来比较整洁

句意是$330与$7进行比较，所以排除AB。CDE中，CE的for the cost of higher education会引起歧义--究竟是$330还是$7是为了higher education--不明确，所以相比之下，D最好。
