C无关。原文谈论的是如果将来出现recession会怎样怎样，C说得是现在（不一定是不是recession）和过去的最后一次recession之间的对比，根本没一点关系。
B说经济好的时候很多学生去读私立学校，这样可以推出recession时很多原来读私立学校的就会去读免费的公立学校。而法律又要求了公立学校的师生比例不能变，那只能多招老师了！
