D选项不对，开头讲的是1996年不能收到的数量，但是，不知道这个数量跟1994年相比，是多了还是少了。

如果改成1994年不能收到的在1996年还不能收到，才对

谢谢回答！不过还有一点疑问，就是题目中不是已经说1996年和1994年相比RDS-equipped radios 没有增加，这不是已经比较过了么？

广播站的增加时可以夸大信号覆盖率的。A说的是很少有已经拥有这个设备的人以前没有在信号覆盖范围内。
D是无关项。讲没有设备的人怎样怎样
