我觉得D无关吧？
题目的大意是：法令规定对人类有害的杀虫剂不允许在室内使用，除非它们经过测试可以在喷洒之后的8小时内在空气中消失。杀虫剂生产商针对此项法令的的一项测试就是将杀虫剂喷洒在合板房间内（应该就是指空房间吧，i guess)然后测试杀虫剂的消散时间。
问题是评价这项测试是否可以遵循这个法令。
A是质疑杀虫剂在合板房间和一般家庭有家具的房间，消散的时间是否差不多
D是说是否有种杀虫剂在这种测试中符合法令的规定

A偏重评价这个测试D其实无关吧

D在说是否有种有毒的pesticides也能在八小时以内散掉。
题干说，不允许用有毒的除非能在八小时内散掉。（也就是说可以使用能在八小时内散掉的有毒的）所以D对结论没有evaluate的作用，只是可以被允许的一种情况。

Whether such pesticides exist or not doesn't matter. I am concerned about that fact that if a pesticide does pass the test, can it be used in houses?

The argument has nothing to do with non toxic pesticides.
