这里说明年还应该涨，是upward trend。。所以下一年inflation应该还得增加。。

b说去年的低inflation是个特例，实际trend是stable的，不是upward的，那么inflation应该还是4％，自然就weaken了。。

这里说明年还应该涨，是upward trend。。所以下一年inflation应该还得增加。。
