但是这种预期不会出现对美元的不良影响（贬值），如果政府不出现巨大的财政赤字。

意思是必须先存在巨大财政赤字的情况下，才会发生美元贬值的预期。这句也是结论。

D，说往往在赤字出现之前，经济衰退的预期已经造成美元贬值了。刚好推翻了。

反驳结论，本题，我觉得至少答案要提到“财政赤字”。
